House of Lords debates the Regulation of Foreigners Bill with a second reading promised for Friday. Details include registration of all foreigners in minute form and penalties of transportation for life for false declarations, with Bill to be printed for perusal.
The House debated and approved a motion to thank Marquis Cornwallis for his leadership in India and the resulting peace with Tippoo Sultan. Members lauded his conduct in war and diplomacy, and resolutions praised the army and officers under his command. The House adjourned after signaling the thanks to Cornwallis.
A Brentford meeting of Presbyterian Protestant Dissenters on December 18 1792 approved a declaration supporting the Revolution settlement, condemning unfounded accusations, affirming loyalty to the Constitution and Crown, and promising to aid civil authorities in enforcing laws and maintaining order. The chairman was asked to publish the declaration and transmit copies to local associations and press.
Portsea Portsmouth December 11 1792 a public meeting at the Guildhall forms an association to support his Majesty's Proclamation for suppressing seditious writings and preventing disorders. It pledges allegiance to the Crown Brunswick and the Constitution and calls on magistrates and citizens to aid in exposing authors publishers and distributors of seditious works and to prosecute offenders. It appoints a committee and officers to carry out the resolutions and to seek subscriptions at local banks and homes.
The House met in committee with Lord Sydney in the chair as the Lords Act Bill was read and reported. Lord Grenville asked for a second reading tomorrow while Lord Landewne urged not to rush the bill, calling for ample consideration and a motion to summon Lords for tomorrow before adjournment.
Thursday session shows Mr Butte urging the House to appoint Managers to prosecute Warren Hastings with decorum and resolve to grant power to prohibit export of arms and ammunition. Committee discussions include defining Naval Stores and the scope of permanent powers. Seamen and parliamentary supply figures are noted.
