A letter laments Tontine dividend fractions paid late and questions their distribution benefits. It critiques imperial finance and urges honoring survivorship rules while urging public accountability via the Evening Mail. A second memorandum, dated Petersburgh July 20 1791, defends the French Revolution as a universal right, urges peace, and argues for reduced taxes and prudent governance.

LERWICK July 17 On the 21st uit a Dutch dogger fitted from Holland to fish off Iceland arrived at Braflay with a cargo of 392 barrels pickled cod and 38 barrels liver oil. The cod were unusually large and sold at high yield per barrel while the crew reported a successful mid Atlantic fish trial yielding ling cod tusk and other north sea species. The bank lay NW to N and featured sand and yellow gravel bottom at depths of 65 to 75 fathoms. The same vessel was seen later near Shetland while returning to Holland.
