H Webster announces at No 29 Fleet Street a state lottery with no deductions on demand for all prizes bought at his office. Shares of large prizes pay rapidly, Irish prizes at over pen cent, government stamped tickets, and originals deposited with Stamp Duties officials. Lottery draws begin November 11 and February 16, 1792.
William Allen and others, country bankers from Manchester, petition to prove debts under the Lively and Co. commission. Debts total 9,511 3s 7d. Attorney General outlines prior dealings, Solicitor General has no objection to creditors proving their debts.
Lords consider whether holders of fictitious bills may recover on bills of exchange against bankrupts Gibson and Johnson. The Solicitor General argues the case should decide right to recover on the bills, while assignees push to limit claims to the bills themselves.
