Naval missteps and calls to remove the Lord of the Admiralty

The debate centers on blame for the Cornwallis surrender, naval shortages at sea, and ministers' handling of De Grasse and Gibraltar. Lords condemn insufficient naval forces, misdirected efforts toward Gibraltar, and call for removing the first Lord of the Admiralty while defending or criticizing ministers and commanders. A split committee vote follows.
