The legible phrases reflect a ledger-like record of bonds, scrip, and gas tick listings with scattered denominations and indices.
The King appoints Major James Ferrier of the Royal Company of Engineers to Lieutenant Colonel in the Army. The commission bears the date November 18, 1790, and announces his advancement as per the royal order conveyed from Dublin.
News notes report 1787 vintage wines rising from eight to ten miliens per pipe in Portugal. A Cork letter describes a sea monster displayed to crowds as a possible porpoise. Also from Belfat, a Banbridge liquor quarrel ends fatally, and drownings and hydrophobia outbreaks prompt public safety fears.

The bill to grant to his Majesty certain duties of stamps was read a third time, passed, and ordered to be carried down by the Commons by two of the Judges. The house adjourned to Saturday.
The House of Commons debated petitions and elections in Cork Wicklow Dublin and Wexford with custody orders for several defaulting members and references to Committees on contested boroughs. Bills on money taxation and trade were read first time and ordered for return. commitments and adjournment followed.
Thirty seven gentlemen were nominated by ballot to form a committee to judge the Wicklow petition. The house adjourned pending debate on the great money bill as attorneys sought leave to introduce a relief bill for those under recognizances prior to 1787.
Mr Blake argues adjournment of committees delays public finances and could harm the money bill which contains near 100 pages of duties. The Chancellor warns against repeated adjournments risking tax collection while Sir John Blaquiere plans a brief motion to permit extra debate on the subject.
A garbled notice from Dublin lists quantities and prices for corn grain meat and flour as of February 19 1792. It specifies measures like harrels stones and barrels for water rye beans barley oats flour wheat and oats. The ad references the city and its liberties and sets various unit amounts for each commodity.
John Moore, Registrar of Corn Returns, issues the official lists of corn grain prices under the Agricultural Board. The notice records current averages, reflecting regional variations and market conditions for the commodity.
