Proclamation Declares Mahmoud Pacha Traitor at Scutari

From Venice dated January 13 letters from Constantinople report the Pacha of Scutari Mahmoud Pacha is proclaimed a traitor by the Sublime Porte. Governors and pachas are ordered to attack him, strike off his head, and send the severed head to Constantinople for display at the Seraglio gate. The Grand Vizier notes the Republic’s interests and condemns the Pacha’s disobedience and alleged barbarities.
