Alarming symptoms of the plague have appeared in several parts of the residence and in the village on the Canal. Smyrna letters dated the 1st instant say three accidents of plague occurred there since the Stp unit, believed to have been brought by a boat from the island of Ipfara.
July 28 reports reveal Ardennes dispatches that Austrian forces may pass through Avenes Recruy and Charleville without garrison. Deputies demand ministers explain. Messages between Montmorin La Tour du Pin and Mercy note treaties allow passage. Assembly requires frontier arms and mobilization.
M Voidel sent a denunciation to Celle’s municipal officers criticizing the commandant of the National guard. A rumored alliance among Spain Sardinia Austria and Russia plans a counter revolution in France with Spain supplying vehicles and funds. Each of the other powers is said to muster 30,000 men, with a declaration to precede actions and the invasion aimed for late August led by Generalissimo Condey.
A council at the Admiralty orders eight ships of 64 guns and four frigates to the Baltic for Sweden, with ten more ships from Texel en route. Lord Howe sailed five ships of the line to St Helen's, five more to follow from Spithead. Transports move with ammunition. Dutch forces at the Reef show war readiness, while Spain fears disruption to England’s ambitions. Brest reports large British-ready fleets and plans to bolster lines and frigates by mid month. Stockholm notes missing ships returning, Royal Navy damage, and royal moves. The Beau Monde’s fate clashes with Duchess Rutland’s illness after a fall from a chair lift.

Dublin Castle 19th May 1790 announces that His Excellency the Lord Lieutenant will give audience on Tuesdays and Saturdays from eleven to two. On Thursdays military business will be attended at eleven o clock.
Importation from England and France enables J Riddall to present a large assortment of black and white lace. Cards show the lowest price to prevent imposition. Bruffells lace for ladies wear offered 20 percent below usual prices. Country orders executed with punctuality.
A letter from Portugal dated July 18 reports no signs of arming or war plans. Spaniards reportedly oppose conflict, only 71 ships were manned, none failed, and war seems unlikely. Recruiting continues with the army greatly expanded as parties sweep the kingdom. Uncertainty remains about location but troops will likely be employed.
Thursday’s assembly elected Alder man Howison chief magistrate for the year starting September 29. James Johnson was narrowly favored for engineer of the Water Works. Tolls and Customs committee proposed three year terms with deposits and a 300 pounds security related to Grand Canal litigation. A patrolman reported two thefts and two suspects as well as a pardon for Garret Kirwan on transportation terms. George Davie was convicted of receiving stolen goods and sentenced to six months in jail plus public whipping. Fourteen debtors were released from City Marshalsea after lenient settlements. Mrs. Watson, wife of attorney G Watson, was noted in Crafton Street.
