Two sides remain far apart on enforcement while seeking a Soviet led path to stabilize European forces. Soviet proposals to the UN show four concessions including fixed troop ceilings, gradual abolition of atomic weapons, a single control organ, and an early setup of the control body before disarmament.
The Soviet Union and seven East European allies sign a 20 year mutual security treaty with a single command under Czechoslovakia Poland Hungary Bulgaria Romania East Germany and Albania. Britain and Labour face apathy as May 26 election looms with small meeting turnouts.
Helen F. Marsh, editor of the Dauphin Herald, was chosen as the first woman president of the Manitoba division of the Canadian Weekly Newspapers Association at the annual Winnipeg convention. She succeeds Tom Wilkins of the Killarney Guide as the division’s president. The Grain and Milling award for best all around newspaper, with a circulation over 1250, went to the Carillon News of Steinbach.
The town council receives a letter from S Bullard of D division Winnipeg detailing higher RCMP rates for a two year contract. Current cost is $14,000 yearly. starting June 1 the town pays $2,379 per man annually plus mileage, about 40 percent of a $5,947 per capita cost. For Dauphin sized municipalities the RCMP will charge 75 percent of per capita, with 50 percent for smaller towns. Mileage charges stay unchanged.
Four pupils from the A group in the Dauphin-Ochre area were approved to attend town elementary schools for the 1955 56 school year. The group includes three grade 1 and one grade 2 pupil with enrollment projections discussed at a Friday area board meeting.
The R C M P reports over 500 dollars stolen from Kiddies Korner in Dauphin on Monday night. About 330 dollars belonged to the Dauphin Lions club for a swimming pool fund and some to the Dauphin Square Dance club. Access gained via back window. till and a box under the till emptied. Pro proprietor Rory Hollyoake heads both organizations. police investigate with no suspects named.
The town of Dauphin submitted a detailed report to the provincial treasurer on the types of assistance provided to needy persons. The data covers January 1949 to the present and outlines welfare costs during the 1949 1954 period.
Monies have been authorized by the federal government for the construction of an Indian Residential school in Dauphin. No date for building. tenders not yet received. cost suggested at a million dollars or more. school to be run by the Anglican church with 200 students and 10 teachers. An order-in-council authorized purchase of the old fairgrounds site for 20,400 dollars.
H C Ray principal urged the area board to consider excluding non-resident students from regular classes due to severe crowding in non-technical courses. He cited 44 pupils in a grade IX class and 45 non-resident pupils overall, noting capital additions may be needed while non-resident technical students could still enroll.
H C Ray principal at the composite high school urges charging students who fail more than two subjects or ride along for the ride. Dauphin Collegiate and Technical Institute backs concern noting such students do minimal work and create trouble. Proposals include 10 per subject or 100 per student, potentially funding a 2 000 teacher's grant with 20 cases. Ray says some students leave for holidays and return late, risking expulsion, while parents should feel the cost. He cites five watchful cases in a 45 50 student class and notes exclusion is allowed for failure under the school act.
The 20 foot motor launch Florence owned by W. K. Marsh of Dauphin was destroyed by fire at Clear Lake. Marsh found the boat missing May 12 and reported it to B. K. Mitchell, Riding Mountain park official. The fire spares few details but notes relics burned under supervision and Marsh had recently stored the engine and gear in Dauphin.
William Arthur King 68 longtime secretary treasurer of Ochre River rural municipality died May 16 at Dauphin General Hospital. Funeral services will be held May 19 at 2 30 p m from the Ochre River United church with Masonic Vermillion lodge No 68 conducting graveside rites. Interment in Ochre River cemetery. Sneath funeral service in charge.
W J Quick, 47, of Winnipeg and Grandview origin, appointed Dauphin postmaster by Ottawa. He begins duties last Thursday after 19 years in Winnipeg postal district. He aims to improve service, notes need for postal boxes, and plans to expand letter carrier options. He is married to Edna Seaman with four children.
Seeding began on well drained lands last Thursday with progress slowed by Saturday rain. Heavy clay areas remain stalled due to poor drainage though prospects look fair if weather holds through mid June. Rust resistant grain varieties reduce late crop rust risk, says district agricultural representative Dave Hill.
More than a thousand attended the third annual Dauphin Livestock Show in the arena as 100 head of stock were sold. Officials from the Dauphin Agricultural Society and the Northern Manitoba Livestock Association called the event a success and said it would stay. Grand champion was Rene Magnet with a 790 pound Aberdeen Angus bought by T. Eaton Co of Dauphin for 47 cents a pound. Dauphin 4-H clubs shared 24 red, 22 blue and 12 yellow ribbons with winners named from Verdun Inter-Mountain Tamarisk Dauphin Ochre River Ethelbert and Assiniboine.
