Protests filed at a Manitoba Municipal and Public Utility Board hearing in Dauphin oppose proposed telephone rate hikes. About 150 people attended and 15 briefs were submitted, including farmers groups citing the agricultural situation. Farmers warned many would drop phones if rates rise, with some areas facing up to 40 percent toll increases.
Temperatures show a reverse trend from last year with earlier warmth giving way to cooling. By March 23 rainfall was .1 inch and March 25 had a partial inches snow. no rain recorded yet. Public works noted flooding streets as a consequence of the warm spell, while residents believed spring had arrived.
Exhibit prepared for the public utility board hearing shows Dauphin exchange would lose $19.41 per subscriber annually under proposed Manitoba Telephone system rates. Projected revenue rises to $121,821 with tolls at $36,700, expenses total $184,875, and per subscriber loss remains $26.91, down from $38 under present rates. operators’ wages amount to $41,946. In Dauphin the Messiah will be staged April 4 and 5 under Mrs. C N Dahlgren, marking the second local performance in 15 years. The United church concert begins at 8 pm with a 40 voice chorus and an onstage orchestra. proceeds go to the crippled children's fund. Soloists include Audrey Shore and Doriand Palmer, with a large regional cast and involved organizers.
Dauphin civil defence authorities released the first working plan for disaster control in the region under the provincial scheme. The booklet outlines a reception area plan for quick evacuation if needed and notes the system can adapt to various emergencies. Councillor L G Sneath, area civil defence director since 1952, said the three year information gathering drew on prior local civil defence exercises in 1953-54, group meetings, and materials from Arnprior Ontario. The plan covers billeting and feeding evacuees and notes a capacity of 5 000 on short notice and up to 20 000 with time and cats available under winter conditions. Doctors examined fifty children at the Dauphin area clinic with social workers planning each family’s next steps. Carmichael and Iris MacDon assist with treatment for crippling diseases and collaborate with the health unit and local groups.
The town sets total tax rate at 79 mills, up from 78 in 1952, to cover higher expenditures. Schools total rises to 130000, uncontrollable outlays reach 48540, waterworks run a small profit after a 70598 revenue and 81160 overestimate deficit. General levy up 2% to 130864, special levy remains 5.25 mills, schools at 36.75 mills. total tax revenue reaches 141433 from general and special levies, plus 129980 from schools. Non tax revenues include municipal air field 7000 and penalties 4300. overall revenue 380153 to balance.
Town council reduced the proposed public works program by about $37,630 over two budget meetings. The final plan allocates $37,300 for operations and maintenance and $21,340 for capital improvements, both slightly above last year’s estimates. Major line items include street repairs, snow drainage, and sidewalk projects, with paving on First Street NW postponed to a later date.
Town council approves waterworks capital expenditures totaling 20634 for the current year excluding the town budget. The plan includes 11000 for a north end relief sewer, 2800 town share for two sewer and water extensions, 1700 for a new dam shack, and a town share of 5000 for house connections and meters.
Dauphin town council appeals to the Municipal Assessment and Appeal Board over the 1955 apportionment of the group C special school levy for the Dauphin Ochre school area. The current split is 95 percent for the town and 5 percent for the rural municipality. town seeks 94 percent and 6 percent respectively and will forward the resolution to the rural council.
The town council postponed street paving on First Street N.W. and Second Avenue to River, citing budget strains and Municipal Act rules on property owner shares. Officials say more streets must join the program to meet the four-sevenths cost requirement, with future work pending storm sewer, road base, and curb installations.
