The town council met July 10 and approved a bylaw to authorize a 10 year debenture for extending water and sewer service to residents of Seventh Avenue B.W. Notices will announce the August 14 meeting to hear affected parties.
London reports RAF bombed Ruhr industries with 2000 tons in 25 days from June 16 to July 10. Tokyo notes Prince Konoye cabinet resigns. Acre Palestine treaty signed signaling peace, not armistice. Berlin denies US break and Goering disputes. Moscow denies embassy evacuation. Ottawa outlines Canadian gasoline controls with potential rationing. London cites Goering in disgrace. Berlin notes weak RAF raids. Iceland troop withdrawal anticipated. Wadsworth urges US strength. Moscow describes intense battles around Leningrad and Moscow fronts days into Soviet counteractions.

Stanley Crow was appointed executive secretary of the Smuphin Children's Aid society and began duties this week. K. O Mackenzie, who held the post for ten months, left to lead Brandon office. Crow earned a social science diploma in Toronto and was assistant superintendent of the Children's Aid Society of Parry Sound, before arriving in Dauphin.
Doc Dawson boasted his Lizzie could mount an 8 inch curb and ended with the car on the sidewalk. An ordinance bans cars on sidewalks, leading to a magistrate remand for a week amid lean times and breakfast jokes.
Residential permits totalled 17 590 dollars with five new dwellings valued at 10 600, while business alterations reached 19 710 dollars. The Edgar block and elevator grain storage drive the jump, with total permits at 37 300 dollars, still below the 1939 peak of 41 700. Judge F E Simpson heard no rental complaints in Dauphin.
Canada imposes wartime controls halving non essential gasoline use. Gasoline delivery will be banned 7 am to 7 pm on weekdays and 9 pm Saturday to 7 am Monday. Prices rise one cent per gallon July 16. Credit cards barred, cash and carry only. Officials urge conservation and a national campaign.
Dauphin Agricultural Society staged its 49th summer fair and livestock show with strong livestock entries and a large attendance. Air force personnel visited off hours and Royal Canadian Air Force recruiters staffed the fair headquarters. Grandstand shows featured Chins Up Canada, Willis Bros. trick horses, and acts by Cameron troupe, Evans and company, and Larimer Hudson. Weather was ideal and gate receipts remained high. Mrs. O McGuirk was noted as busiest on the grounds.
Flying Officer F K Tully in charge of the RCAF recruiting unit reported strong interest from Dauphin area men during the fair. He and Cpl H E Garland interviewed nearly forty men and arranged medical examinations, with Winnipeg set to deploy a unit to principal province locations. Major B Saunderson coordinates with the Armoury to provide forms and entry information, with access on Monday or Wednesday nights 7 to 10.
