Declaration of Catherine II invites foreigners to settle

A long English notice reports Catherine the Great granting religious liberty and school building rights to foreigners, with Jews excluded. Royal assent to bills ends session in London

London reports the King will at the House of Lords grant Royal Assent to several public and private bills and close the present session with a gracious speech. The royal family will remain at St James's until next Thursday. Robert Lord Bingley is sworn Treasurer of the Household and joins the Privy Council. Daniel Dering becomes Auditor General to the Prince of Wales, replacing Sir Orlando.
