Czar Promises Toll Free Settlement for Foreigners at Petersburgh
Yesterday a mail from France arrived noting an Imperial ordinance inviting foreigners to settle in Petersburgh and other towns. The measure promises to pay their moving expenses, fund houses, exempt them from duties for twenty years, supply startup goods, allow their trades with Jewish restrictions, and provide 100 rubles annually per community minister if they cannot support themselves. The report also mentions a banishment for a failed iron to steel project and new brass cannon orders at Olonitz.
