Peter the Great and Russian Military Reforms

The author extols Peter the Great for modernizing Russia by sending nobles abroad to learn arts, sciences, and naval warfare, and by employing foreign officers to reform discipline. He praises General Gordon and Count Larci, notes Irish and German officers' roles, and critiques a Swedish letter as misinforming about Sweden’s alliance with Turks. The piece urges Britons to study Russia’s military rise and respond to the shifting balance of power in Europe.
