Refutation on Austrian Netherlands and Treaties of Munster

The excerpt argues that the Austrian Netherlands remain united to the House of Austria, not the Emperor by rights of succession, and that Philip IV and later rulers acted as King of Spain rather than as Duke of Brabant or Earl of Flanders. It questions obligations under the Treaty of Munster and Antwerp, asserting the Emperor is not bound to fulfill Spanish Indies treaties, and notes naval movements and outbound ships from Falmouth and Plymouth as December reports.
