Sex abuse is allegedFreKSttfflqwrtiA Frederick man was arrested by Maryland State Police Monday night in connection with alleged sexual offenses involving two girls.Robert D. Biggs, 85, of Madison Street, was charged with second and third-degree sex offenses, child abuse and assault and battery.He was arrested following an investigation by Sgt Robert Fagan.
