III.The lake would be pari of a federal Hood control program for the Kaskaskia River Valley. It also would provide a water supply for Shelbyville and nearby communities.Mack made his plea in testimony prepared for a House public works subcommittee. He asked that the project be included In pending civil worics legislation.Mack said Army engineers are studying the advisability of building two Kaskaskia Valley lakes for flood control purposes, including one at Shelbyville in addition to one which congress already has authorized at Carlyle, 111.Congress authorized the 32 million dolar Carlyle lake when it approved-the Kaskaskia flood control program in 1938.However, about 15 years went by before Congress voted anv money for the lake and it still is in the planning stage.
