A “tip” that an “insurance man was selling numbers slips in the vicinity of Twenty-third street and Alabama avenue S.E. yesterday led to the arrest of a 42-year-old colored man on lottery charges. Precinct Detective James Roche made three trips to the locality and hid in a building under construction nearby. Each time he saw the man he was looking for—and heard him announce himself. “Insurance man, insurance man.” But that was just a password, the detective said. He reported the man was writing numbers slips “left and right. Yesterday, on Detective Roche's third trip, he arrested the man, George William Carter of the 1200 block of Third street S.wW. Three numbers books were taken from his pockets. Carter was charged with operati ng a lottery and being in the post session of lottery slips. He was re leased on $1,500 bond and was to appear before United States Com missioner Needham ©, ‘Turnage today,
