FRIGID VIGIL IN IGE BOXBut Detectives Captured Alleged “Black Hand” Agent.For Thirteen Hours Detectives Waited, with the Temperature Downto 20 Degrees.Special to Th« Wutthlngtuii Pont.New York, Feb. 16.—After hiding, they say, for thirteen hours In an Icebox, with a temperature of 20 degrees, four detectives of the Italian squad succeeded In arresting the alleged leader of the “Black Hand organization In Now York. He Is Glacchino Napoli, and was arraigned before Magistrate Mayo in the Jefferson Market Court on charges of extortion, blackmail, and throats against lire, being held for -trial.For two months Pietro Miano, a prosperous butcher at 211 Bleecker street, has been receiving letters demanding .$7 00, under penalty of having his shop and family blown to pieces with dynamite.The detectives got Miano to wrf-te a letter to the address given In the Black Hand letters, saying that h© was willing to pay the amount demanded. They then cast about for a good hiding place. The ice-box, a structure twelve by fifteen foet, was hit upon, and at 6:30 o'clock yesterday morning the four policemen flowed themselves In It.The detectives held a long, cold wait. Hot coffee was handed to them from time to time, and Miano gave them a couple of steaks during the day, but .even with plenty to eat and drink, theyr were not comfortable. Shortly after 6 o'clock Napoli entered, and began to price various meats. He was recognized as a fugitive from Palermo, who had a criminal record there, as well as a pretty bad reputation Qiere.The suspect called the butcher to the bac^c of the store, where he told him that he had come for the money for the society/* The butcher producedi an envelops in which the detectives had placed a number of one and two dollar bilk* and banded it to tihe stranger, and the man left the place, followed by the detectives, who were pleased to have their long vigil rewarded at last.They followed the man to 173 Bleecker street, and just as he was entering the place put him under arrest.
