District attorney alters staffBy SHONDA NOVAKDaily Texan StaffDistrict Attorney Ronnie Earle Wednesday announced several staff changes — including two promotions, four resignations and the appointment of a city judge to the district attorney’s office.“It is with mixed emotions that I announce these staff changes,’’ Earle said. “I am sorry to lose those who are leaving, each of whom has left his mark on our community through his service in this office.’’Allen Hill, who currently serves as assistant district attorney for the grand jury, will become chief of the special crimes division. Hill, 37, was a former assistant attorney general under the late Crawford Martin and has served as a municipal judge.Rosemary Lehmberg, 29, will become chief of the DA’s trial division and work with the Career Criminals Program. A graduate of St. Mary’s Law School in San Antonio, Lehmberg joined the DA's office in 1976 and was chief prosecutor in 167th District Court.Steve Capelle, Burt Carnes and Juan Gallardo are resigning as assistant district attorneys to enter private practice.Assistant District AttorneySteve Edwards is leaving the office to join the Texas District and County Attorneys Association, an organization which develops continuing legal education programs for prosecutors.Capelle, chief of the special crimes division, served as an assistant under former District Attorney Bob Smith in 1973 and then became executive director of the Texas Criminal Defense Lawyers Association.Carnes, who worked as an assistant district attorney in Dallas before joining Earle’s staff in 1977, will enter private practice in Taylor.
