The 263-159 approval sent the legislation to the Senate which already has approved a conservation package similar to the one passed by the House and is on record in favor of giving the president emergency gasoline rationing authority. Under the House Bill Carter could order gasoline rationing if fuel supplies fell 20 percent below the amount available a year earlier and the shortage was sustained for 30 Days. He could also impose it if such a shortage was expected. If supplies fell 10 percent Short for 30 Days the president could require states to meet a National conservation goal by cutting Back whatever areas they chose. But states that failed to meet the target would be forced to comply with a Federal Energy saving program of the presidents Choos Long either House of Congress could Block the presidents rationing plan within 15 Days after he ordered it put into effect but each House would would get just one Chance to veto the proposal. He already has authority under existing Law to impose rationing but would have to go through a cumbersome congressional approval process first.
