The Observations argue France must choose between foreign danger and domestic upheaval. They warn against premature war or rash revolution, urging a disciplined stance and caution toward ministerial actions while contemplating the risks of a new government aligned with four Powers.
The Supreme Council approves steps taken under the treaty with the four Powers to resolve the Egyptian issue. Mehemet Ali’s demands deemed inadmissible and traitors to be punished. Russia and England prepare for possible military actions, while a Turkish corn export ban and widespread 50,000,000 paper notes create a dire economic situation.

Reports detail Ibrahim Pasha command in Syria with about 60,000 troops including 25,000 infantry and 25,000 cavalry and 40,000 other forces. The core Egyptian contingent numbers roughly 7,700 with 4,000 infantry 1,200 Albanians and 2,500 Egyptians from Joalbeck, plus 7,000 allied troops near Beyrout.
