Pope Pius VII recounts restitution of Holy See provinces

In a secret consistory speech dated September 4 1915 Pope Pius VII details restitution of provinces to the Holy See after years of deprivation. He praises allied monarchs including Louis II Ferdinand Alexander and Frederick for supports, updates on negotiations in Paris London and Vienna, and notes formal decrees restoring territories such as the Marches of Ancona Macerata and Fermo and the Legations.
