Decree tightens Colombian revenue laws and cuts land tax

From Bogota December 10 report Simon Bolivar issues a decree to enforce revenue laws, cut the land tax from ten to five percent starting January, keep rent tax unchanged, delay patent law until June 1827, reestablishes a 3 percent consumption duty at ports, and imposes a three dollar annual poll tax for ages 14 to 60 to fund deficits. Restrepo’s circular urges press temperance and discretion to support unity and avoid inciting anger.
