Upper Canada tenure reform urged in despatch

The despatch from Lord John Russell outlines a shift in colonial public service tenure in Upper Canada. It states colonial officers will no longer hold office at pleasure as a general rule, except for executive heads, and notes exceptions for judicial posts and ministerial offices. It emphasizes enforcing new rules on future appointments and possible compensation for existing officers, while reserving judgment on those who already left to take their posts. It also references the Governor General’s speech and local reactions in Toronto.
