Jamaica Apprenticeship Report Urges Reform and Oversight

The Jamaica committee reviews apprenticeship amid transition from slavery. It calls for nine hour days, questions indulgences, condemns corporal punishment and chained work in penal gangs, and urges safeguards for female apprentices and reform of marriage laws. It highlights schooling needs for free children under six and urges Parliament to fund education.

Shipwrecks and Seamen Welfare Debate in South Shields

Mr Henry Woodroffe, longtime navy youth and 11 year secretary to the Seamen's Royal Standard Association at South Shields, warns that ship losses have trebled over 20 years and rise sharply in four years. He cites substitution of chain for rope cables, removal of the cable stage, poor shipbuilding at Sunderland, incompetent owners and crews, low freights, and lack of proper apprenticeship. He advocates certificates for officers and sailors and notes large orphan and widow claims from shipwrecks.
