Government outlines terms for a limited commercial exchange with France issued in 1810. Licence conditions allow export of certain British goods to France and import of grain meat flour seeds and olive oil into Britain, with detailed ballast and convoy rules and a cap on wine cargo. Provisions require two thirds of the import to be grain or meal, and one third or less for wine, with enforcement by Customs officers and specified ports of convoy through Falmouth Plymouth and beyond. At Lewes on August 24 Lord Excelsoravey and the Lord Curr Baton opened Civil 81DE. Thomas Henry Harben, a county magistrate, faced a misdem anour for allegedly urging a duel between Colonel Hawker and farmer Mr. Slitchen. Evidence showed heated exchanges over road conditions with officers and farmers, with Harben accused of impropriety. After fourteen witnesses, the jury found Harben guilty.

It reviews past misuses of public funds, urges reforms to the Audit Office, and outlines recommended changes to auditing practices, office structure, and account transmission to improve speed and reliability.
