A lengthy discussion traces the rise of chicory as a coffee substitute in Britain, its duties and the impact on consumption and revenue. It argues for restoring 3 Geo. IV, cap. 53 restrictions to curb adulteration, protect planters, and boost excise income, noting grocers and consumers rely on chicory–coffee blends.
The account under the Act 7th and 8th Victoria cap. 32 for the week ending February 3, 1849 shows Government Debt at 28,330,815, funded securities 11,015,100, gold coin and bullion 13,828,773, silver bullion 502,072, and Bank proprietors’ capital 14,553,000. Public deposits total 3,922,307 with other deposits 11,328,544 and government securities 13,682,267 alongside other securities 10,214,654 notes 9,553,462 and gold and silver coin 774,919.
The foregoing vessels have passed Gravesend and report cargoes including Isabella Provisions and Tobacco, Orkney Lady with 320 holds 1:9 tres 106 bris Sugar, remainder grain wine oranges. The Liverpool market reports cotton prices and activity with extensive trade and export data. It notes American and East Indian descriptions rising 4d per lb, while Egyptian remains unchanged, and Sea Island in strong demand. buyers and sellers show large speculative and export purchases across American, Pernams, Surat, Bahia, and other origins. Sizable sugar, coffee, cocoa, pepper, and tea activity are reported, with prices given for low brown and white sugars, coffee lots at auction, and molasses, rum, and rice markets noted alongside dyes, oils, and hardware goods.
