The Colac Shire Council debates lowering lake waters to reclaim 6000 acres of purchased land and 800 acres of Crown lands. A Shire Engineer estimate shows potential annual losses of about £700 unless water is lowered, with public investment offset by rates and subsidies. In Colac Folica Court on Friday the only hearing involved Philip Elmore charged with obtaining money under false pretenses by a valueless cheque from Mrs. Cameron of Stonyford’s Hotel. Evidence proved strong against Elmore, and he was committed for general sessions in Gedong on the Lith December next. Elmore admitted signing the name on the cheque and on a statement, claiming illiteracy, but the court noted the back of the cheque bore his own signature. The report also covers local council meetings, church designs, school treats, insolvencies, railway schedules, and various notices from Colac and surrounding areas.
A joint commission proposed by Britain and France outlines access rules for the submarine railway, including a midway tunnel line, separate French and English sections, and a 99 year concession. The plan sets exploration within one year of July 1876, with penalties for noncompletion or abandonment and options for purchase after thirty years.
