The Special Investigations Unit found no grounds to charge a Thunder Bay Police Service officer over the death of a 39-year-old man in custody last spring. The man, arrested under the Mental Health Act, died three days after CPR was performed following a morning discovery in his Balmoral cell. The post mortem cited cocaine toxicity with heart issues. SIU director Martino said there was no evidence of drug ingestion in the cell and no criminal neglect by officers.
The coroner's inquest into Sherman Quisses death at Thunder Bay Correctional Centre returned 24 recommendations directed at the Ministry of the Solicitor General. They urge expanded mental health care within the centre, staff training on Indigenous programs, and a new mental health unit at a future facility. The verdict found death by brain injury from a neck stab wound and ruled it homicide.
