Carney warns of defence trade offs over future spending

Carney says higher defence spending may require trade-offs in other federal programs as threat levels evolve, with conversations anticipated toward the end of this decade. He notes Canada has not spent five percent of GDP on defence since the 1950s and points to NATO members.

NATO members back five per cent defence target by 2035

At The Hague NATO leaders agreed to raise the defence spending target to five per cent of GDP by 2035, with 3.5 per cent for core defence and 1.5 per cent for related areas such as infrastructure and cybersecurity. A review is set for 2029. Prime Minister Carney cited costs and global threats, while U S commitments under Article 5 remained a focus amid mixed signals from President Trump. Canadian officials stressed flexible accounting for the 1.5 per cent category, including dual-use projects and critical minerals, as Ottawa plans to buy F-35 jets and up to a dozen submarines.

Canada eyes higher defence spending to spur growth

Carney shifts tone on NATO 2 per cent target saying increased spending will drive growth, not sacrifices. NATO data shows Canada at 1.37 per cent of GDP in 2024, with five per cent projected to require a $150 billion budget. Kerry Buck criticizes the metric as political theater but supports investing in defence and diplomacy.
