BC Hydro to offer open access wholesale transmission
BC Hydro will become the first Canadian electric utility to provide open access to its transmission system for wholesale wheeling of electricity on February 1, 1996. Alberta BC and US utilities and producers may use BC Hydro lines at non discriminatory rates with rates tied to internal costs. BC Utilities Commission review is ongoing with an oral hearing set for March 4 1996. The move unbundles services and anticipates a broader range of industrial options.
