The Times correspondent reports Bulgaria will release foodstuffs hemp and hides from forbidden exports to Germany. In return Germany will supply petrol oil mixtures to the value of 30 million leva and foreign exchange to a large amount, plus suitable German military machines.
In Lisbon the Premier M Salazar told the National Assembly Germany would respect Portugal’s integrity if neutrality is kept. He said Portugal would not desert friends in adversity and would reaffirm fidelity to the British alliance. The Assembly reaffirmed neutrality and its long friendship with Britain.
In Changsha area Chinese forces were said to have been driven back to pre drive positions. A Japanese army spokesman disputed Chinese reports of sweeping defeats and said the objective of the operation was achieved to blunt an October offensive. Japanese authorities reported 28,000 Chinese killed and 2,600 captured, with 545 Japanese killed and 1,000 wounded.
Chiang Kai-shek in a national address marks the twenty seventh anniversary of the Republic while cautioning that a quick end to the war is unlikely. He urges intensified guerrilla activity and a sabotage corps to strike enemy factories, communications, and warehouses.
