Moscow proposed a draft agreement to ban all nuclear tests in the air, underground, and underwater. The proposal, distributed by the Soviet Foreign Office, arrived as Geneva talks on ending tests were to resume.

Fraser called the ruling extraordinary noting television could have enabled all candidates to participate. Small said a radio request was refused and the public interest role of the ABC was to air voters’ views on the election.

Directors warn recovery requires capital and clearer asset valuation.
Committee reviews design with Interior expert proposing a two storey central block flanked by dormitories. The proposed site near Mugga Road faces Goyder Street and would use an eight foot brick wall with separate boys and girls wings. A large dormitory for younger children is planned under a sub matron and the aim is to avoid prison like atmosphere while housing remand children in a country homestead style.
