Soviet draft pact seeks full ban on nuclear tests

Moscow proposed a draft agreement to ban all nuclear tests in the air, underground, and underwater. The proposal, distributed by the Soviet Foreign Office, arrived as Geneva talks on ending tests were to resume.

Candidates J R K Piaser and G I Small criticised the ABC broadcast decision after the Commission ruled only major party speakers could use the air.
