Canberra debate erupts as Minister Freeth defends home sale prices to tenants. Fraser accuses the government of a policy shift in valuing government houses, while Freeth says no capital gift is intended and prices reflect policy. The dispute centers on tenant buyers and Canberra housing costs.
Government changes to how government houses are valued for sale to Canberra tenants could push prices up by 700 to 1000 pounds per property. A three member Valuation Review Board will reassess schemes while critics urge public explanation and a Labour review of valuation methods to curb costs.
A proposed new method to assess rates may begin in the Australian Capital Territory on January 1. An official says the change could set annual rate levels from the 1926 ordinance, pricing land differently from next year.

North Coast fishermen claim a Japanese tuna boat caused about £2004 in gear damage and lobster pots tangled nets. Talks between Japanese officials and government departments were ongoing. A United States Air Force helicopter piloted by Capt. Donohoe rescued a severely burned cadet during exercises near Canberra. The man, identified as Sman A. Casiles of the Royal Military College Dunitoon, suffered second degree burns to the shoulder and back after a petrol cooker exploded. He was flown to Community Hospital where an ambulance transported him to the casualty ward.
At 12 40 radio call from camp prompted RAAT Iroquois helicopter of 9 Squadron to take off within five minutes. Captain Donohoe homed on a portable transmitter signal to reach the camp and land the patient at the hospital before 1 20 pm. Hospital spokesman said Craftsman Castle's condition was comfortable.
