Soviet leader Khrushchev urged high level talks between capitalist and socialist nations to ban war as a method for political conflicts. He cited Russia’s space lead and urged baby moons, while U.N. discussions on expanding the disarmament commission drew skeptical reactions from Britain and Canada and warnings from Australia about Russia’s possible walkout threatening world peace.
Felix Gaillard and his coalition Cabinet won investiture in the National Assembly by 8 to 173. He becomes premier on his 38th birthday amid praise from diplomats. Pierre Pineau and Robert Lacoste named to key foreign and Algeria posts as part of the government reshuffle.

In New York the Soviet delegate Ar kady Bobolev charged that the Pakistan India Kashmir dispute is fueled by Western powers and SEATO links including Australia. He warned the arms race harms developing economies and increases regional tension. The Western bloc’s involvement, he said, pressures Pakistan’s government on Kashmir policy.
The Minister for Trade Mr. McEwen told Mr. Turnbull that all trade talks apply to all countries, not only Australia. Australia’s wool sales drop to France was not tied to trade balance. The decline aligned with Japan’s strong demand under the Australian Japan treaty, and McEwen said no special arrangements could be made without violating non discrimination rules.
