Premier Ryti outlines Finland’s postwar policy including immediate reconstruction, neutral peace policy, aiding the homeless without immigration, reorganizing defenses, compensating losses in industry and agriculture, rebuilding trade, stabilizing finances with loans from abroad, and praise from President Kaisto for steadfast endurance during the siege.
London reports that British and French ministers including Chamberlain and Reynaud are holding a new series of talks to review methods of accelerating the war. Copenhagen sources predict a possible weekend meeting in Germany among Soviet Premier Molotov German Foreign Minister von Ribbenstrrop and Italian Foreign Minister Ciano, with uncertain outcome.

London could summon Balkan and Danubian officials for consultations as Britain recalls its Budapest envoy Owen OMalley.
Oslo reports Allies plan to police Norwegian waters prompting German propaganda warnings. German outlets reject any neutral acquiescence and vow harsh reprisals, claiming neutrality bears costs as naval warfare causes loss of lives and property.

Two Dutch fighters downed a British Bristol Blenheim bomber near Rotterdam. One crew member parachuted to safety, others made a forced landing. some were arrested and one later died from injuries. Dutch claims say warning shots were fired at 1200 feet before the downing.
A Thursday report from Easlie notes a collision at Baden between a shunting engine and a passenger train causing fourteen injuries and extensive damage to railway property.
Soviet purchases of metal from the United States rose in January with 53,205,784 pounds of copper, up from 45,496,194 pounds in the prior two months. Nickel and other metals showed sizable shipments, with December total 1,889,458 pounds and January 2,138,168 pounds, reflecting strong demand from the USSR.
Rear Admiral T G Grew warned at the Rotary Club in Singapore of a possible raid by submarines into Malayan waters.
