The Opposition leader warned the Australian Labor Party conference that a split over an American naval communications base in Western Australia could hurt electoral chances next year. Behind the scenes, efforts continued to defeat the right wing majority report in favor of the base.
Observers say Calwell argued that without a unified policy Labour would be unlikely to win, while his five to ten year base life vision would let Australia supervise operations with the US. The split vote featured Holt defending a Polaris base and the nuclear-free zone policy, while Whitlam and supporters leaned toward conventional arms and continued US cooperation. Delegates from WA and Victoria backed the left wing, shaping an intense behind the scenes battle.
NSW and South Australian delegates hold strong backing for the right wing each with twelve votes. Tasmania and Queensland are targets for wooing as the conference opens debates on the issue, with no casting vote by the president or general secretary. Governor-General Viscount De L Isle met delegates yesterday at Government House.
The Federal A L P Conference held a continuing special meeting at Hotel Kingston with leaders including W. R. Colbourne Victorian president and Foreign Affairs Committee member, R. W. Holt NSW president and committee member, C. T. Oliver junior vice-president, D. A. Dunstan Federal president, J. Keeffe Queensland secretary, F. E. Chamberlain Western Australia secretary, Mulvihill and Haylen among the remaining members. Holt opposed the U S base in WA in a minority report.
Senator Gorton announced an interchanged supply chain for Australia’s three United States built guided missile destroyers and British Oberon class submarines. The plan includes using shared ammunition missiles gear and boilers while replacing antisubmarine weapons with an Australian killer device.
A.L.P. executive in Canberra questioned A D Fraser about past statements on State aid to Church schools. Victorian members said the remarks embarrassed Labour. Fraser argued he is free to discuss broad policy while pledging to follow party lines. The meeting ended inconclusively.

The Algerian Government said it was officially informed France tested an underground nuclear device yesterday in the Hoggar Mountains area of the Algerian Sahara. The French Armed Forces Ministry had not confirmed or denied the claim by nightfall and Algeria met in emergency sessions to address the development.
Canberra saw cool conditions with south east winds. The high reached 68.6 degrees, eight below normal, and the low dipped to 57.4 degrees, six above normal.
