Australia favors talks between Indonesia, the Philippines and Malaya to clear up misconceptions about the proposed Federation of Malaysia. Sir Garfield Barwick, External Affairs Minister, announced the position after meetings with Indonesian Foreign Minister Subandrio and Philippine Under-Secretary Salvador Lopez in Manila.

Moscow Radio and Soviet authorities claim U S Navy ships fired on a Soviet fishing trawler 70 miles east of Norfolk after approaching within 1000 yards. They say two shells landed within 200 ft of the trawler and two dummy shots were fired from five miles, calling it a gross violation of international law and free navigation.
