A conference between Commonwealth and State ministers examined a proposed permanent Civil Defence Directorate and a regional corps. Costs were argued, with State leaders saying the Commonwealth should fund officers and radiac gear while states cover operational needs.
Japan's cabinet signed the security treaty with the United States and sent it to the Emperor for formal approval. Opposition plans to disrupt the exchange were reported as senators prepared to ratify the pact, expected early Thursday.
Secretary of State Herter told the Senate Appropriations Subcommittee that the Japan riots were misjudged by the United States and that information may not have been properly evaluated. He warned Eisenhower would shift to traditional channels in foreign contacts while pressing a quick ratification of the security treaty with Japan.

A British soldier was killed and three other search party members injured when a group of men opened fire in the St. Catherine area. The attackers, believed to be Australians linked to a marijuana operation, seized control of a vehicle at gunpoint and fled.

State advisers seek an extra £20 million for developmental projects, while Commonwealth advisers warn of competition and inflation risks.
State authorities say Premiers will push for a 15 to 20 percent increase in loan money next year. The Loan Council will meet in camera to review conditions and report to Prime Minister Menzies on overseas economic conditions.
