US Navy May Lend Warships To Friends
The Defense Department asks Congress to extend authority to lend ships to friendly powers in Europe and the Far East. Proposed deliveries include two submarines to Greece, two destroyers and two destroyer escorts to West Germany, two destroyer escorts to Portugal, and two destroyers to Spain, with Greece, Portugal and Germany gaining training value for NATO. Spain would gain destroyers as a nucleus for a modern naval force. A House bill seeks a two year extension and raises the lending cap from 25 to 30 vessels.

Canberra Letter discusses proposed changes to the Patents Journal. The new system would only publish a title and classification, forcing users to search the Patents Office, hire counsel, or obtain printed copies, increasing cost and delay. The Commissioner argues cost savings from reduced duplication, while warning of time losses in infringement or opposition cases.
