Belgian minister Spaak warned yesterday that French attitude toward British entry could provoke a rebellion among Common Market partners. The Belgian Senate urged faster British negotiations, while France backed President de Gaulle’s demand to suspend talks.

An unidentified man and a neighbor who called police aided in the rescue as residents warn the drain floods in winter and is dangerous for children nearby. The drain spans about 20 feet wide and 15 feet deep, with concrete sides and a length of about five miles.
