The United States pressed for on site inspections to verify any nuclear ban while the Soviet Union offered a mix of three annual inspections and seismic autonomous monitoring. President Kennedy and Premier Krushchev exchanged letters, noting acceptance of inspection principles but disagreement over numbers and methods. The exchange references automatic seismic stations in Kokchetav, Bodai ba, and Yakutsk and discusses foreign technician participation and further talks.
