Soviet radio calls Eisenhower budget a disappointment as it avoids military cuts. UPI notes mixed reactions from Republicans and Democrats. Senators Mansfield and Dirksen offer cautious positions while debates focus on defense, agriculture, and debt interest.
The Soviet Union sent a note to the United States urging a 1 200 000 reduction in its armed forces. Ambassador Menshikov delivered the note to Secretary of State Christian Herter in a 20 minute meeting. Similar notes will be sent to other governments and parliaments.
Comprehensive arrangements are in progress for Canberra Day celebrations on March 12 1913. The day will begin with a reenactment at the Canberra Stone on Capital Hill, followed by a large school gathering and night activities on City Hill with music, dancing, and floodlit displays. The South Australian police filed summonses against News Limited and editor in chief R. Rivett accusing them of publishing three seditious libels three defamatory libels known false and three defaming statements tied to August 21 1959 during the Stuart Royal Commission. Defendants must answer in Adelaide Police Court next Monday.

The Premier Mr Heffron said after cabinet first meeting of the year a successor to Sir Kenneth Street may be named at next Tuesday’s meeting. Cabinet did not decide or discuss the appointment delaying possible official retirement January 26. Evatt widely believed to be offered the post.
