Washington reports that Congress is expected to approve the British Aid Bill known as the 1776 measure. It would authorize use of American bases for repair of British ships and allow presidential power to finance and equip allies in global defense while overriding prior neutrality laws.
The proposal grants the President authority to manufacture defense articles in U S arsenals or private factories for Allied governments, transfer or lease such articles, share information on defense articles, export equipment, and authorize testing repair and reconditioning in the United States. It allows repairs domestically for any article if deemed vital to U S defense.
The Military Affairs Committee of the House seeks to return the Bill to the Military Committee after demanding its withdrawal from Foreign Affairs. Officials cite strong passage prospects despite intercommittee squabbles. Senator Hull and Senator George weigh in on international law and security terms, while Vinson signals new defense production legislation and possible auto industry conversion to aero engine work.
The Okumin mouthpiece of the Japanese Army denounces U S attitudes toward Japan and the Asda Powers. It urges suspending the Washington appointing ambassador and claims Roosevelt s fireside chat and Budget Message were challenges to Japan. The paper warns it is too late for diplomacy and calls for a firm stance.

London and Washington announce final adjustment of land areas for U S bases in Trinidad. British and Italian communiques describe German air force activity in the Mediterranean with torpedo carrier and dive bomber attacks in the Sicily Channel. Italian losses at Bardia total over 44,000, including 2,041 officers and 42,827 men. Operations persist in Tobruk, Sudan, and Kenya fronts amid raids on Benghazi and Palermo and a heavy raid on Benghazi port.
Greek forces reported capturing Kil sura in central Albania after a 31 day fight. About 600 prisoners, including 20 officers, were taken along with guns, tanks, mortars and a battle standard. Greek air units bombed retreating Italian troops and convoys nearby.
London dispatch reports British air strikes damaged a Littoria class battleship and three Italian cruisers. The battleship endured a devastating raid on Naples striking ships docks and the railway. Messina and Palermo were also hit with explosions at yards fuel tanks and dry docks. Malta air forces shot down numerous Italian planes with losses mounting.
The Isvestia daily reports Russia plans new economic treaties with belligerent and non belligerent states this year. A Sunday Times correspondent notes London believes the Russo German pact disappointed Germans. Russia continues supplying oil and cotton to Germany while Balkans talks falter. Russia and Germany could not agree on Balkans division.
Sofia correspondent reports intensified antagonism between Russia and Germany over Bulgaria. Germany warns Bulgaria against leaning toward Russia while seeking the resignation of Prime Minister Filov. Romanian, Hungarian actions and German troop influence stir fears of grave Balkan events.
Mr Hugh Dalton warned in a speech to the United Nations that a new phase of war is coming within weeks or months. He argued Hitler could not remain passive while his ally is hammered in Africa and Albania and noted increasing Allied naval and air pressure. Dalton said Germany is already feeling shortages in rubber cotton nickel and other metals and warned of a long conflict.
The German air raid last night attacked London with high explosive bombs and fires burning in multiple areas. Portsmouth endured its severest raid of the war with damaged churches hospitals and homes. American fighter pilots achieved their first victory aiding British defenses.
