Rome reports Gayda says Italy would enter the war if fighting reaches the Balkans beyond the Mediterranean. Signor Garda, Mussolini’s unofficial mouthpiece, questions a single factor ending the war and suggests mediation could only arise from a broader conflict.
London reporting General Sir Hubert Gough urges open hostility to Russia as a strategic move. He argues Britain could leverage the navy to influence Russia and shape wartime outcomes, insisting decisive action could shorten the conflict.

New York dispatch reports an early move to acquire military bases to defend the Panama Canal. Representative Case proposes negotiating west of the Canal and territories held by non American powers. Potential land purchase with gold or debt settlement funds discussed. Army officials consider a longer Antillean air base akin to Porto Rico.
President Roosevelt toured the Pacific defenses of the Panama Canal in Balboa. He conferred with Panama’s president Senor Boyd and with military and naval commanders. He also observed progress on the 25,000,000 dollar air field project before returning to an undisclosed American port.
The Aberdeen trawler Aroron, part of four attacked by Nett planes, returned fire with a Lewis gun. It is believed to have destroyed one enemy craft as two Navy planes were shot down. Bombs dropped ignited a fire on deck but were extinguished. A crew member described the attack and noted their decks perforated.
In London the House of Commons heard First Lord of the Admiralty Churchill report that about 2,000 merchant ships are armed with cannon, distinct from machine guns, as part of wartime measures.
