All former Senators and Assembly members sign a memorial to the Governor for presentation to the King protesting ordinances that raise property and corporate taxes. It marks Malta’s first taxation without representation. Leaders from all parties sign. the new constitution to be proclaimed Saturday. Lord Strickland’s party to meet for first time in seven years Sunday.
Forty seven foreigners including ten British and eleven Americans arrived at Kiukiang on foot after evacuation by British navy officers. Forty seven remain, including an English woman aged 64, unable to be moved, while a planned mountain attack is reported within 48 hours.
In Sydney the Opposition Leader Mr Lang moved to suspend standing orders over unemployment policy. After Premier Mr na suggested, Lang withdrew the motion and gave notice to press the issue next week. He urged government action on married men camps, cost of living, and control of commodity manufacture and distribution.
London reports Prime Minister Chamberlain at Blackburn advocated a policy of peace while building British strength with empire partners. He warned that rising armaments risk global crisis but stressed disarmament via general agreement and hailed improved trade after Hitler’s speech. He welcomed German British coal industry talks and urged cautious optimism for a peaceful future.
Proposals for Port Moresby fortifications will be placed before the Cabinet based on expert reports returning from Papua. Government aims to allocate separate defences to army and navy and to establish harbour defence booms at ports, with tenders to build vessels for this work.

Senator Grant Mason of the Civil Aeronautical Board told the Senate Military Affairs Committee that Germany could deploy four engined bombers to South America and then to the United States, leveraging German civil aviation there. He noted German lines in the region amassing fuel, parts, personnel, and equipment convertible for war. Committee members pressed about an antidote, to which Mason said the committee must determine that.
In the Legislative Assembly Mr. O. G. Munro asked Mr. Stevens if external borrowing for defence should be advocated so the internal market could fund development works. The Premier said it would be inadvisable to issue a loan closely tied to the recent conversion loan and signaled a fuller debate later.

A Balmain civic reception heard the government will complete its defence programme by June 1941. If Australian production cannot meet timing, orders will go overseas. About £63 million is planned, with £20 million for the navy including two destroyers and 12 torpedo boat chasers. Only about 2 per cent to be spent in Australia. The post June 1941 continuation depends on the international situation.
Melbourne coroner hears inquest into John Ferris death after on site injury at a wharf. It is alleged he was left awaiting hospital care in a passageway before being examined. Four broken ribs with a shattered backbone and collarbone were noted. Ferris died two days after transfer. Police to investigate allegations.
United States reports appreciation for the League of Nations technical and non political sections and announces intent to continue and increase collaboration with them on health matters in Geneva.
The Duke of Windsor sent a letter to Sir John Jarvis Conservative MP praising his efforts to aid the Jarrow unemployed and expressing hope for improved conditions for the unemployed community.
A communiqué from the Balkan entente members reported complete harmony in views and reaffirmed mutual respect for frontiers after their conference in Bucharest.
In Mountain Flights Katoomba the coroner returned no verdict of accidental death into the Megalong Valley crash of January 28. Pilots Roderick Julius and Clarence Stumbles died in a Taylor Cub. Evidence showed very poor visibility and an aviation expert urged mandatory phone reports from departure aerodromes for safety.
In the Legislative Assembly the Minister for Agriculture said the first grant to wheat farmers from the Wheat Fund would be paid direct to farmers within the next two or three weeks. The statement addressed Mr Dunne of Labour and Mr Chaffey of the UAP.
The Anglican Bishop of Sydney Dr Mowll returned from abroad and stated there is no intention to resign. He said the suggestion was imagination and he will commence work again in the diocese immediately.
In Colombo on a Wednesday session the State Council approved £8,250 for preliminary work toward forming an air craft unit. The total defence contributions reach £805,000 as part of broader defence funding.
The Australian Workers' Union renewed its affiliation with the Bimate Labour Party after an invitation to join the Federal Executive. A concession allows union members to participate in the preselection ballots for the Commonwealth elections.
