Rusk and British envoy outline seven points to curb arms race
Yesterniy Rusk spoke by telephony at a seminar from the University of Omaha. Sir David Orminsby Gore voiced support and outlined a two fold policy. The plan calls for a nuclear test ban, prohibition on weapon transfers, no orbiting weapons, advance notice of major maneuvers, exchange of missions, observation posts, and rapid gov’t communication facilities. A broader United front urged peaceful dispute resolution and use of the Cuba Breathing Space to avoid war.
