In Saigon troops in camouflage and riot police stormed Buddhist pagodas and seized key sites including the Post Office as martial law took effect in South Vietnam. The press agency said President Ngo Dinh Diem signed a decree declaring a state of siege.
The state of siege remains, with Major General Tran Van Don named chief of staff and Brigadier Ton That Dinh heading a military government in Saigon. Armed forces may search homes, arrest suspects, ban gatherings, and curb press. Troops raided pagodas, seizing weapons and explosives amid Buddhist protests and US condemnation.
The United States Army XYV-4A Hummingbird VTOL aircraft starts free hover flight tests with transitions to forward flight planned later this year. Designed to take off and land like a helicopter while reaching speeds up to 500 mph, it marks a major VTOL milestone. A British vertical take-off aircraft has also been successfully tested on an aircraft carrier.
At the quarterly Chamber of Commerce meeting speakers urged a Senate Select Committee inquiry into Canberra. Mr. R Rowell backed a high level investigation by a Senate committee or Royal Commission. The 1954 inquiry led to the National Capital Development Commission in 1955.

The Australian Capital Territory interior minister Freeth dismissed Senior Constable Keith Smith over a July 7 incident in Braddon involving seven Sydney youths who said they were abused and assaulted. Constable George Harris was disciplined and fined £17 for his part. Harris fired shots into the air while following the youths toward the NSW border.
