Opposition leader Mr Calwell condemned the governments unemployment stance calling a pool of 70 000 to 100 000 unemployed intolerable. He spoke after a Labour Parliamentary executive meeting and will lead the censure motion in the House next Tuesday.
Mr Colwell moves amendment to the Appropriations Bill to censure the Budget over unemployment and welfare gaps. Mr Calwell accuses the government of excluding married couples from full pension benefits, taxing student education, and neglecting transport north. Holt defends the Budget while Labour backs pensions and subsidies.
U S disarmament negotiator Charles Stelle at the Geneva conference says agreement on two measures could follow the Moscow testing ban. He proposes increased U 235 transfers and a staged swap of uranium to peaceful uses to win Soviet acceptance despite Russia’s initial resistance. The Soviet envoy Semyon Tsarapkin dismisses the plan as not genuine disarmament.
In Kuala Lumpur the Malayan Parliament overwhelmingly approved the London backed Malaysia agreement 61 to 18 despite opposition warnings of hostile acts toward Indonesia. The Tunku Abdul Rahman government defended the plan amid calls to delay until U.N. fact finding in Borneo is complete.
The University Council urged the Australian Universities Commission and the Commonwealth Government to back a new integrated research school of chemistry at ANU. The 1962 annual report notes chemistry as foundational to many industries and linked to biology, medicine, and physics.

Sir Garfield Barwick told the House of Representatives that the Manila agreement with Malaysia does not affect Britain or the United States use of bases in Malaya and the Philippines. He said base arrangements cannot be amended without consent of Britain and the United States, a commitment echoed by Philippine and Malayan leaders.
