Speaking on a Melbourne radio broadcast, Mr. Whitlam attacks the Budget as a disaster and cites six economic policy statements in 24 months. He accuses the Menzies Government of anti growth planning, warns of unemployment rising as students enter the job market, and contends the Budget offers no solution to unemployment. He also criticizes Treasurer Holt as preoccupied with avoiding another boom and fearful for the future.
Small Indonesian vessels believed to be motor torpedo boats were intercepted by radar near Misool. Dutch naval fire forced them to return to Indonesian bases after an exchange that caused no reported damage. The Dutch protested to U.N. Secretary-General U Thant over alleged landings of about 280 Indonesian guerrillas last week.
Tass reports Major Nikolayev completed 15 orbits and the two Vostok craft flew five miles apart on coordinated paths. He woke at 2 a.m. GMT, said all well, and began day two research. Vostok IV sighted. spacecraft details kept secret as mission nears extended duration.

Thailand's embassy disclosed that several National University of Thailand students want transfers from the Australian National University after reports claimed ANU refused to confer an honorary Doctorate of Law on the King. The Thai spokesman called inaccuracies harmful to Australia Thailand relations.
Ozro Covington, a tracking expert, headed a five member party to Adelaide after a 37 hour flight. They will study sites along the northwest coast of Australia from Geraldton northwards to meet NASA requirements and will confer with Australian Department of Supply officials at Salisbury Weapons Research Establishment.
The commission recommended eliminating seats to curb rural representation loss from urban migration. The party claimed power had centralized in cities, controlled by Liberal friends and unions allied with the Australian Labour Party. They urged a future oriented, development focused policy.
A car driven by Barry Francia Avis left Bungendore Road at 4.45 pm eight miles from Queanbeyan. His three year old daughter Jennifer Anne Avis of Narrabundah died at Queanbeyan Hospital from head injuries. Avis, 28, was admitted with chest injuries in satisfactory condition. Police found the vehicle severely damaged after it veered, crossed the opposite lane, and struck a tree. both Canberra and Queanbeyan police attended.
